I appreciate this post, Fey, but my last one was more to the point that even the best Xerath player cannot expect to be influential without following the same ground rules as everyone else. Explain what you love and why you love it.
If you like 40% spell pen because it makes him OP... well, then, okay, sure, there's plenty of ways to make him OP. If it's because there's some subtle nuance that allows his character to work, then I need to know to decide if it is worth keeping. I will not accept blanket absolute statements without grounding.

This is how Riot does all of its champion testing. They just don't talk about it too much because most of the time the champion being created is still a secret or might dramatically change (e.g. Graves)

This was my thinking too. A few people warned me it might be so good an entire kit could be built around double-cast, so this may not survive very long. I'm OK with trying stuff that won't work or belongs on another kit though

What about a ring-shaped skillshot, centered around Xerath? Xerath sets the radius of the circle, and the effect happens in a ring at that radius. ...Actually, for the third idea, creating a ring around the target could be used to "herd" enemies together in order to land Xerath's Q/W ("Do I try to escape and possibly get hit by the E, or wait and take my chances in getting hit by Xerath's Q/W?")

Ring abilities imply that you're in the middle of the enemy - exactly where Xerath doesn't want to be.

This ability I like because it gives Xerath some teamfight utility while still remaining a pretty good and reliable CC for lane and also for self peel. Also, being a skillshot, there is counterplay introduced for the enemy rather than just point click instant damage/stun with ult. Also, the root would set you up nicely for Q and W harass and give you some protection against bruisers trying to B-line at you when you go siege mode since them running at you makes it easier to hit Mage Chains. Also helps Xerath fit in better to poke comps by having a nice disengage mechanism for team fighting when you want to retreat as a team and the enemy team is rushing toward your team. Throw out a Mage Chains towards their front line and they all have to sidestep or they could get rooted. I am very interested in hearing what you think of this proposed change Xelnath. Cheers.

Circular AoE root is scary. It's like having Ashe Arrow on a short cooldown. It's the right kind of feel though and would setup the rest of his kit well.

Uh, yes, Ezreal came to me one day and asked me to spend a little time helping with Xerath. Ezreal mentioned me that due to lore obligations, he was going to be very busy simultaneously romancing Lux and Mordekaiser. Naturally, that doesn't leave a man with much time to exhume sarcophagi.

It doesn't. Sometimes though you need to push exploration in areas that don't seem like they should work to determine what would feel better instead. In this case, double-cast is basically part of the "methodical, calculated spellcasting". E.g. you use that extra spellcast when you're damn well sure you'll score a kill or save a teammate.

You're welcome. This is a lot of work, but I hope it pays off.
It is tough to handle the flow of ideas in such a heavy thread, but I believe strongly that stepping through this process will help those who really want to understand how thing change will be able to better explain it to other people.
Also, I've been doing this type of player-facing discussion for so long that I'm quite willing to endure the flames to obtain the delicious cake contained within. (Yes, I died on that level in Portal T_T)

Rengar's passive adds effects to his abilities. Xerath's won't.
Yes, there's some risk here, but I believe I will learn something good from trying this passive, just as I learned that "spamming everything with no cooldown" eroded Xerath's tactical playstyle.

I believe that immobile siege play is what's "Gameplay Unique" about Xerath. Yet, the time spent inside of Locus is unsatsifying unless Arcane Barrage is off cooldown. This is why players "pop into locus, Q, pop out" then use it for a speed boost.
I want to make the experience inside of Locus more consistently engaging. You should feel like you want to stay in Locus and use your tactical position as an advantage. This is what players believe to be the instinctive, correct method of play. They are then disappointed when they run out of buttons to push and actions to perform.

In this case, it's no surprise that we're working on Xerath, but in the process of discussing it, ideas will be suggested, tried and tested that ultimately get thrown away. This level of transparency is cool, but keep in mind that if something gets cut, we did it for the health of the game or because the concept was cooler than the actual experience.
That said, I intend to keep discussing my iterations as we work through it. I know most of you guys are sharp, responsible adults who be mature about the fact that not every idea you like is the best for the final game.
So to append to that, the next iteration I'm trying on Xerath's passive is roughly:
"Deal magic damage to any champion X times, then Xerath can cast any basic ability twice in a row."
Caveat: To prevent the Rengar "only double cast what I leveled" problem, the "bonus" version of the spell is the 2nd button press, and its damage and AP ratio will be adjusted to a flat amount, independent of spell.
Yes, this was also a forum suggestion, but has taken a *ton* of engineering time to setup properly.

Two quick things!
You do realize that Nunu simply has to use consume on a jungle monster to get the buff - he does not have to kill it? That means Nunu in any lane can run to the jungle to consume something for a buff, and if he's feeling particularly generous he can even use it to help a teammate with a jungle creep (or leashing). So the consume buffs help in that regard. If you never go to the jungle as a lane Nunu, then you're literally ignoring the high objective control value of Consume, which is a problem in itself.
Second point, I wonder if you're misconstruing variability here for general lack of interaction. The thing about lane Nunu was that he has no real lane interaction in terms of 1v1 mechanics. You'd get snowballed to the face, and then he would heal back your harass with a consume. Sure he works in lane if your idea of working in lane is to come out of it equal or ahead of your opponent, but in terms of gameplay he was just a big rock that sat there.
I think live design in general is alright with pushing a champion to the jungle (see Udyr) if that champion's power levels and gameplay design flow better form the jungle. Old Udyr and old Nunu in lane used to just sustain without much interaction, while new Udyr and new Nunu work a lot better in the jungle and their power flow lends better to that. It's one thing to reduce variability if a champion is fun and interesting and interactive in a role (unless that "fun" factor is being super strong and crowding everyone out), but it's another to think that flat non-interaction is a form of viability.
But still, it's not like lane Nunu is completely dead, or do you think these changes really obliterate him?

On a serious note, I used to build it in lieu of tear because I didn't want to build up tear (and it gave mana in replacement). Damage wasn't as high as I'd have liked it to be. Randuins is probably the choice if you need the slow, but otherwise Triforce for the high burst. Kha'Zix just isn't on the frontline long enough to use Gauntlet to its full effectiveness.

Yeah, Team Diana and others think there's some opportunity in Targon. We've set it up for tension and even possible resolution. I like to stray away from complete resolution though, I like it when drama and conflict continue to cycle.
I'm not sure I'd make another lunar champion. The situation is ripe for someone to appear in between the two of them, but exploring that is probably a long way off. My brain leans towards an individual/power who causes Leona and Diana to either unite or reconcile, or possibly to facilitate the destruction of both.
There obviously was some sort of society which existed that encompassed both the sun and the moon, there's a lot of opportunities to see what either remains of that once possibly united tribe, or what might seek to eliminate them both.
Who knows?

My personal opinion is that you could probably do something fun in a dual Noxus/Demacia thing. Showcase that tension.
As for Ionia, yeah, I think that's ripe territory where we could explore post-occupation reconstruction and resurgence.

I think a Mount Targon event would be super fun. I can think of some neat ideas. We need the content, story, and reason to support it however. It has to accomodate those that find value in story, but also widely appeal to those who are more surface oriented and don't delve too deep into the IP. It has to be significant to both, I think it can be, but time will tell.

Honestly, I'd love to do this. I'd love to make a pillar of the story line and express it with a content bundle like this. Not sure when this would be realistic, but anything is possible if we feel it's a worthy enough endeavor.
Again, it all comes back to the need for such skins to be on the surface extremely compelling. The story aspect would be pivotal, but the real meat is in how appealing things are to the majority of the players who don't engage in the story side of things.
I'm pretty sure it can be done, it's a matter of when the best time to do it is and how we decide to allocate the resources necessary.
