The 2 preorder skins are Ryze and Judicator (click the "Bonus Details" button).

I am wondering if there will be different skins based on where you preorder the game from, or if we are going to get 4?

Looks like Riot might have a pre-order exclusive skin for all 40 champions at release. If you can trade skins, we'll have quite the market...
