Reduce Cooldown Cap?
 

I curious if there is a reduce cooldown cap that is intentional. I was playing as Deathsinger with master points into Intellgence (-6% cd) and Sorcery (-3% cd), along with that runed for -12.06% cd @18 and -3.6% cd fixed. In a match I got the frozen heart (-25% cd) and my abilities cd capped at lvl 15 or 16. ult from 160 sec to 90 sec.

There is a cooldown hardcap, so I think you probably hit it with that build (somewhere like 40% or 45%).

Ya just found out @ lvl 10 with the frozen heart it capped.
