I'm sure this has been answered multiple times, but do i need to make a new account to go to PBE?

Yes, it's required you make a separate account for the PBE. You can do that here.

It's the 1st of the month and my hubby would like to create an account for the PBE but it's still redirecting him to that sticky in the forums. Will there be a link posted later today that will allow him to sign up?

I think because at the riot time its still w/e the time stamp on the post is. You will have to wait till 12 AM on the time stamp.

so in under a hour, technically it should work.

Well it is 12AM already for Riot and it is still redirecting.
Edit: wtf at the time stamp (wait what... Riot is 4hrs behind EST?)

Edit: Looks like my theory was wrong. Guess we will have to wait till someone from riot says its open.
