Black Cleaver is a lot stronger than people give it credit.
 

Too bad it still doesn't hold a candle to IE and BT.

It's still only a Vayne item.

I think it works with Twitch's ult. That sounds nice on him.

That said, it's more effective than Last Whisper unless they have 100+ armor. Gives more AD, gives AS, shreds more armor.

It also costs 600g more, but overall Black Cleaver is a better item than Last Whisper.

So it's more effective against their ADC and MAYBE their support, and much, much worse against everyone else.

And it's more expensive.

Well, keep in mind, the armor reduction is a debuff and not a static armpen, which means it might be more viable if a dual ADC meta ever evolves (because one could run BC and they could focus fire). As of now though, with tanky bruiser, mid building survivability and tanky bruiser jungle usually, it's hard to justify building it with the mass amount of armor running around. So I see what you mean, but the item definitely has standalone merits.
