[Item Suggestion] Ice Halberd

Brutalizer (1337) + Phage (1315) + Kindlegem (850) + Recipe (378) = 3880

Attack Damage + 55
Health + 500
Passive
Cooldown -20%
Armor Pen +30

Unique: Your basic attacks have a 25% chance to slow your target's Movement Speed by 30% for 2.5 seconds.
Your Spells will slow your target's Movement Speed by 30% for 2.5 seconds.

This Item is for Tanky AD caster like Renekton and Riven to give them a slow on their spells. The Health and AD is great for casters that need to tank and damage at the same time. The Cooldown reduction and Armor Pen is just so they can cast more often and at higher damage.

While the cost of this item is relatively high, the items are not hard to get one by one. I just think that this item will give AD Melee Casters an indirect buff without being OP. Please let me know if there is anything that should be changed so it can be a better (or less OP) item.

That's a problem.

I think it works well with the +30 armor Pen (which is 15% for those who don't know)

i want it...However, health need go down a bit. And the CDR should be 15%. Just my 2 cents

OP as hell. Basically half the effect of Black Cleaver (yes, yes, Pen<Shred, but it still works for you) except it doesn't need to stack, and then toss in Phage's passive. Oh, and CDR on an RADC item. Faaantastic, you've just broken the system.

I know this is likely intended for champs like riven but everything about it seems like it would become standard on most ADC.

I would likely be building this as a "defensive" item on Vayne and Ashe because it would just be more damage with each attack and if you get a black cleaver with it there is 75 armor pen after 3 hits.

For such a high stat item there is no real sacrifice that has to made in building it like the BF sword for a inf edge which is a straight 1650 gold out of your pocked.

The lack of a big building block is more of an issue then you might think.

If you are willing to get rid of the phage and add a bf sword in place it is more likely to get approval but still likely to not happen.

Brutalizer (1337) + BF sword (1650) + Kindlegem (850) + Recipe (263) = 4100

Attack Damage + 80
Health + 300
Passives unique
Cooldown -20%
Armor Pen +30

BUt that being said it would need a different name and either way it is getting to the point where it has to much to offer for a single item slot.
