w gives harass and ranged cc, e gives survivability like tristana's jump gap closing and escapes.

Whatever your struggle with XZ is, I assure you Talon's is 4x worse.

You've never contributed to a teamfight as Kha either. Not like an AoE passive proc rocks late game or anything.

You are level 24, the amounts of experience you have in choice is insignificant. W is sooo good for the slow.

usually proc his slow passive when im chasing someone and his leap E is enough, i just get to do more with a levelled q and r first, aoe slow is nice but, i rather another stealth movement speed or additional leaps.

Read the ability carefully. It procs your passive if evolved. That means you have the best team poke in the game (better than Jayce). You hit the whole enemy team with evolved W, run away till you see your passive buff pop back up (line of sight and bushes are good for that) and then W them again. Congratulations, you have now reduced the HP of everyone on the other team by 400 (after mitigation) and they are slowed so they can't answer well.
