How to reproduce:

Bring teleport into a game
Get homeguard

WHen homeguard is active, teleport somewhere

On singed and scarner... this becomes quite a problem.

Pretty much like revive + Teleport right?

yes its not a bug its playing smart imo

This... How would this be a bug... this is pretty much one of the main reason to even get Homeguard...

Its EXTREMELY problematic with skarner and singed.

could be, if you didn't have 3s to react... and any source of CC can stop him dead in his track... Just have cait lay down a trap and you now have 4s free to run...

xD ahahaha I did this last game as singed and trollolol the enemy team

I was moving at ~1k movement speed with ghost + ulti + homeguard buff.

This could easily be abused in laning. Jungler rushes homeguard boots, teleports to hidden ward in a bush, and proceeds to hulk smash the unsuspecting enemy. I suspect riot will fix it, but I suppose it would be funny to leave in as well.
