I don't know if this is a bug or not but it's a little confusing.

The unique actives on Bilgewater Cutlass, Hextech Gunblade and Blade of the Ruined King don't put each other on cooldown, so you can effectively have 3 slows. This is a terrible build, obviously; it's not consistent though because if you buy 2 Gunblades and use only one, they will both be on cooldown.

It isn't a bug, you could do this with the Bilgewater Cutlass and the Hextech Gunblade for as long as I can remember.
