No Ult Annie
 

Not sure if this affects any other champions...

Loaded into a game with 3 dots under my ult (as if it were already level 3), and no icon for it.

When I hit level 6, I wasn't able to level it at all (thus losing lane easily, etc etc).

Closing game client and restarting did not fix it at all (at least for the same game. I reconnected as Annie again and still had no ult)

Odd thing was I was playing her fine earlier with ult

That is insane. This just happened to me as well. I tried closing the program and it did not fix also.
Edit: also as annie, mine showed the skill fully leveled. I tried exiting game twice to fix it twice with no success.
Still won :)

Can you try to provide more context, such as the composition of the enemy team? This does not look like a fun bug, and I'd like to see that it is resolved ASAP.

My friend and I tried this and it only seemed to have been caused when there was a Viktor in the game.

I thought Reddit, and everyone collectively had figured out this was an Annie vs Victor issue specifically.

Facing an Annie? Counterpick Viktor and she will not be able to use her ult all game.

I dont remember any viktor on that match. Can CertainlyT check on my 11th previous game? I was gonna look at them at lolking, but it only provide 10 previous games.

Edit : i manage to get the data, i checked on my teammate.
My Team : Annie, Jarvan, TF, Viktor, Udyr. - aha, there is a viktor, i dont remember him coz he is afk with udyr.
Enemy Team : Vayne, Zilean, Veigar, Fizz, Nunu.
