How to lane against vlad
 

early game, vlad is pretty bad, check this out

the cooldown on his drain attack is something like 12 seconds, which is real long. and it only heals him for 12.5 health at it's first lvl

when you see him start to run past the creep wave, he's gonna try and drain, simply run back, and when you get out of range, odds are he will drain a minion, you now have 12 seconds of risk free harassing
