No he's not yet, he'd also need his leap on a 1 second cooldown and reach the range of Lux's ultimate.

Stealth is cool and all, but I hope Riot avoids stealth in champion kits for a good long while. Bonus Points: Kits without CC unaffected by tenacity (knockups, etc).
