Will Skarner still be a viable jungler?

Just wondering since he got hit with a nerf towards the previous jungle making it so you can flash out of his ultimate.

Will he still be one of the top junglers?

He will still be very good. I'm curious whether he might have to buy lantern now though, when it becomes less about aoe.

Hatchet has other things it upgrades to - i wouldn't be surprised if one of these is better.
