I have noticed that there is no longer an option to refund any champ/skin purchases, will that option be returning soon?

It's been gone for 2 weeks now. Everyone was hoping it would be back with the patch, and there was a post saying it would be back on the EU forums, but obviously no such thing has happened... :(
