They do not do that every time so I see no real problem. Besides, the 6300 price champions section is expanding faster than any other price section so it would be unusual if there was no rotation once in a while that has a 6300 majority.

Bots advertising skins would probably help, I have wondered about that before. If out of the five bots one or two show off skins each game I think that would be an excellent way of advertising them. Showing skins on all five divides the attention to each one where if only one or two show it they seem more important.
Skins as a try out, I like the idea of them as a limited usage. I could see a rotation of it being in the shop for a certain amount of IP, you get the skin for a day or x amount of games to try it out after which the skin expires. It would be a one time buy so you would be unable to abuse it and buy the same one multiple times and just like the champion rotation there would be a limited selection in the rotation.
These are my thoughts on how your excellent idea could be applied.
