The Yorrik spotlight warrants moving phreak down in tier 2, and the recent cries for more Brackhar champs warrants him to rise to tier 2 I'd say.

Phreak can't be moved down, he deals tons of damage!

The only way it could possibly happen would be if he gets hit by NMST
