While on the splash screen my league crashed and gave me a bug report. I keep trying to constantly try to reconnect, but as soon as i get to the splash screen i crash. Will this count as a leave?

This will indeed count as a leave because whether it was intentional or not, your team was left with only 4 players.

However, one leave will not affect your game at all, so try not to worry to much. The problem is when you start to stack up A LOT of leaves.

Does this crash happen every time you try to play? If so I would avoid any ranked, or queued games and only play Custom matches until we can resolve this issue. You will not get a leaver penalty for crashing out of a Custom match.

Same happening to me, I can only reconnect if I use repair function on the patcher, strange is that its random, happens sometimes and other not, when it happens i have to wait the game to finish to be able to play again.

I got some leaves because of this and Im afraid of been banned, yet I want to play and since its an intermitent problem I keep trying xD

Im getting this as well, it just says it has stopped working and, well... does just that.
