If you haven't logged on to your account and played a match making game, then the accounts will be RENAMED to nothing (until you log back in and choose your name) in around 24 hours. Your accounts won't be deleted, and if no one claims your summoner name, then you can re-log back in and reclaim your name.

can't they all be wiped over some downtime?

i don't want to check every 5 seconds for the name i want. and a concrete time would be nice to know. :/
