I just read all of these post from the first page to the point of me writing this. Great thread. I'd really like a 24 hour grace period for refunds on champions and runes. I think that would be enough time to try out a champion to see if they're for you or not. I wish there were more then 10 free champs every week (maybe buff it to 15?). I wish the champs that were free had more variety. I've never had a chance to play as several champs.
After a champ gets a buff/rework, please make them free to play the following week/week of their buff patch.
Reduce the cost of champions over time. After 12-24 months a hero should be far closer to (if not) 450ip then 6300. I know Riot has done this with some heroes but not with others.
Reduce the cost of additional rune pages, I don't expect them to be free but 6300?

1) Rent a champ option - pay 1/5 the ip and you can use the champ for a week.
2) IP Reductions on champs released before Xmas 2010
3) A new top tier item that forms from avarice blade, kage's pick or cloak and dagger to give me a reason to try those items in my builds.
4) Updated area of effect guides for skillshots. Dark Binding in particular shoots far ahead of the skillshot arrow, but I never know if I'm going to connect because the arrow won't tell me (Corki, Ez and Caitlyn players may also appreciate this)
5) SR to be rotated 45 degrees so that the blindspots are removed for those of us who have vertigo and can't watch the camera fly around (like me!). Heck, even just a rotate screen or zoom way way out option would be really helpful for someone like me.
6) Whatever the Rioters' deepest heart's desire is. They've earned it by giving us this game

If I had to pick one thing, I would really like the Medieval Twitch skin. I'm not extremely social off the internet and it's always disappointed me that I would never be able to realistically get that skin for Twitch. I've really loved playing him much more since the jungle changes, and am still anxiously awaiting his amazing looking rework with the stealth remake.
