[Game Client] Blitzcrank: PowerFist loves to stop working

As title suggests, power fist loves to not work when you hit the enemy, but works on the second attack. I've seen this mostly when attacking Katerina while she's using her ulti (spinning) but I have seen it outside of that, albeit rarely.

This also happens with TF's cards; sometimes the card locked in fires on the second shot, rather than when it is locked.

I noticed that it also does this when your shield is up. I'm sure this is to prevent the mana from being spent on spells vs dmg.
