That's the very point. If you're a top player, you have to prove it first to the system by grinding with your team. Once your hidden rating is high enough, you will start at a higher point with another team.
It may seem unfair, but it prevents lame high Elo players from "team smurfing" to stomp lower teams (just like lvl 30 players create new accs to stomp beginners), AND it allows the same players to get several teams at a higher rating quickly (for example players who have a widely known team and are part of a national team, or players who want to start a new team, etc.)
And it allows you to start somewhere close to your true Elo and play against people who have the same skills.
