Please put Shadow Evelynn's Chinese Art as the splash art. The current one looks too bland, and that Chinese one is mega amazing.

I actually don't believe all American Art needs to be replaced by Chinese art. Unlike most people I don't believe the Chinese art is Universally better than the American Art, especially recently.
I prefer recent Riot art over Tencent, but some of the older Riot art (alot of it) falls behind Tencent (Soraka, Lux).

Take Shyvana for example, I wouldn't replace any of her art with the Chinese art. I feel the American Art has more flavor that the Chinese art. Sure it may be "2d" but I feel it suits her more than the Tencent.

Then take a look at Soraka or Lux...

if you're referring to the 'chinese overlord' perception you're correct--that's not how it works.
if we decide to use more of tencent's art in regions outside of china, it would be because we wanted to do so.

i don't know of any plans to do this for any other champions at this time, but the possibility is always there i assume.

Yea but, its tencent's art, does a seperate company make it, or do you have an office in china that is making art? Or did tencent set up a company in china to make art for the Chinese version of league of legend? o.o confusion. answers help quell the overlord perception.
