I can asure I have never been banned and my summoner level is 30.

Just wait for the ticket.
The forums can't help you with this problem. You should've already of gotten it if you were eligible by the 28th of December.

My ticket was already responded and they said that if I haven't got the points yet, they would be added in a few days. But they weren't, and I'm pretty sure I am eligible to the points.

In the future, always feel free to respond to our tickets especially if you feel like your issue was not resolved. In this case, it looks like the ticket was closed because it went three days without a response from you.
