Would make having a leaver less punishing, and would discourage bullying people into leaving, since only habitual leavers get punished.
This idea is slightly better than having Elo loss forgiven or piled upon the leaver regardless of their LeaverBuster status. However, the same concerns still apply--given that players know there is a chance
that bullying a player to leave may trigger a LeaverBuster ban on them and they possibly
could reduce their Elo loss, most players will simply go for it.
After all, if they do not bully a player to leave, they are guaranteed Elo loss. If they bully a player to leave, they may trigger LeaverBuster and may reduce Elo loss. There is no downside to trying to bully a player to leave.
