With his E, I have a comparison to ziggs E to make. I love using ziggs E highly strategically, I.E blocking off escape routes, forcing into choke points. Will varuses E be used in this way, or is it more of a damage tool? This is to say, what did you envisage It as?
His passive, do you intend for it to be a steroid that you should try to keep up? Or is it more a burst of strength like ability?

You'll want to vary the amount of charge you do or don't use with the Q based off the situation, depending on whether you need to get back to auto attacking, want long range poke, are dealing with rapidly approaching/fleeing enemies etc, there's not one charge value fits all solution.
His E does have some zoning use, particularly when dealing with jungle ganks in lane, you'll probably use it as a direct shot most of the time though, particularly since you'll want to proc Blight stacks.
The passive's going to be a burst of strength sort of ability in team fights, while laning on the other hand you've got a really strong incentive and capability to keep it up most of the time.
