- luck-streaks
- changing performance
- players mood, health status and current preferred champ or position
- current patch-notes (unorthodox champs being op for some time)
All that factors in on your Elo variation. Elo isn't just a number. If you really want to take Elo as skill measurement, you better perceive it as an Elo range where you belong into. If you should have an Elo of 1745 for example and you currently have an Elo of 1744, what should happen on your next match, considering you will be either winning or losing 12 Elo on average?
On average people will be swing around +/-100 Elo all the time. That's just how the system works. And if you get a lucky streak, or real bad luck, or duo-queue with someone who is way above or below your skill level or if some circumstances change your skill level (patch notes which buff the underrated champ you excel to play for ex.), than your Elo might even change more drastically.
Plus I guess, due to the small amount of players up there, those +/-100 Elo aren't even enough to reflect the situation in high Elo. Just make yourself aware of the small amount of players at 1800+ Elo. Any statistics will be heavily skewed up there, since that's the edge of the curve already ...

Actually you are describing the expected behavior of Elo, not something abnormal ...
