Does anyone know which file this is, and what it does?

I've been having bugs recently during the spectator patch, and this file seems to be the problem.

While I have another thread on the problem itself (http://na.leagueoflegends.com/board/....php?t=2081829) I would like information on which file this is as well.

Any information would be greatly appreciated.
