I also switched it to borderless and resized appropriately. Let me know if the quality is any better?

It isn't. In your broadcaster go to the channel select and click edit channel's, then in the list click the channel you're using "Probably Singed" and in the properties set the quality to 6 and VBV(both Maxbitrate and buffer) to 1000. Try that and if your computer can't handle it framerate wise change the 1000 to 900 and tinkering with the settings until you find something that works for you...also going into view and framerate can increase streaming quality
