Yeah this **** happens sometimes. You should try empying out your browser cache and all temporary internet files. IF that doesnt help you might wanna re-install the program. IF that doesnt work maybe wanna scan for viruses. I had a virus on my comp that would re-route my Internet Explorer traffic and kept giving the patcher fits.

Go into control panel => Go to internet options => Under general tab click Delete Cookies, Delete Files, and Clear History. Hope that helps.

And downloads do suck but with a decent connection its like 20 mins....theres another method that might work that involves overwriting some of your files but its never worked for me. Try this and I'll dig up the other thread just in case.

O ya try a restart after that, then clean out your registry and restart again. Good registry cleaner program: CC Cleaner

O ya again, make sure you have Windows Service Pack 3 installed

If you're still suck this thread has files you can download and overwrite the ones in your LoL folder. Kida a last ditch effort before a reinstall and you will have to download patches after trying this method

Generally, you can use the Disk Cleanup option, or tools->option->privacy option for any browser. Hope that helps.

In the second link TwoFatNuts posted hohums had a link to a very old version of a file that you should not extract into your system. I removed the link, but if anyone put that file in their LoL folder, you're probably going to have to reinstall.
