Therefore, I propose a vote kick option be instated in champion selection lobbies. I recommend a majority vote be required to eject desired player from lobby and restrict them from entering another queue for a minimum for five minutes.

Regarding AFK players in champion select: There are some good solutions to this problem and it's an issue we're actively looking in to.
While I can't speak much for the troll scenario on a high level, the vote kicking system idea does surface now and then. My recollection of these discussions is that such a system would still have a large enough amount of edge/abuse cases that time would be better spent on improving the overall experience (i.e. filtering out AFK players, improving matchmaking, etc). If you want to see these discussions in more detail,
here's a good thread. This isn't to say that such a system is completely off the table! I just think there are much better wins for us to tackle first

I don't really see this happening. Is the magnitude of the potential issues this could bring up (Having a teammate leak your plans / intended picks to the enemy team, harassment, etc) worth the positive stuff you'd get in return? As much as I love making pleasant discussion with the other team, I feel like I get enough opportunities to do this already. Do you have any compelling reasons why you want this feature?
