Yeah he is sorta like Shyvana, but her abilities get a boost when she ults, whereas Avyn gets all new abilities...that and I came up with him before she came out
As far as feedback from other Rioters, the main thing I've been hearing is would players want to play a feeble old man with a cane, when they could play warriors, monsters and robots?

if avyneezer was conceptualize while you are rioter and before shyvana was created, a feeble old man would have become a warrior through several art design iteration. When it gets pass to champ designers, they would think go "hm... warrior transforming into an iron dude doesn't convey a weak-strong duality very well. Instead, he could turn into a beast, like dragon since we don't have one of those yet". Then Avyneezer gets pass back to the art team to be redrawn as a warrior transforming into a dragon. Once that is done and gets sent back to champ designers, they will go that there's already a champion with two separate skillset on transformation, nidalee. How do they differentiate this warrior dragon from nid? Instead of 2 separate skillset, avyneezer will only have 1 skillset but it gets more powerful in dragonform. Plus, since it's a warrior that transform into a dragon, let him use rage as a resource to give players a stronger feeling of building strength and duality from the transformation
since Riot is in need of a tanky dps females, let's make Avyneezer a female. And Avyneezer doesn't really sound epic or very female-like, let's give this champion a new but common fantasy name that -- Shivana.
The champ designer would probably then want to sent the Shivana back to the art team to fix up some of the dragon art and create some particles for her abilities. Unforunately, release date comes up and now the art team doesn't have time so they just make particle effect and release Shivana
