I just wrote about a 4,000 word fanfic on Diana and Leona's first meeting. It's probably horribly inaccurate and will be rendered obsolete by the first revelation from the Great Parrot, but I enjoyed writing it.

No, Leona is not a leader. Think of the Solari as having a political or priesthood component to them as well as a champion or primary warrior. A dark take on this is The Emperor and Darth Vader. One is more of a commander or figure head, the other does the actual work. The Solari, and possibly the Lunari, would work in this way. Leona wouldn't have any political relevance, she'd be the grand standard of the Solari society, externally facing, but not it's leader.

This also begs the question, being that the lead warriors might be out doing good, or fulfilling their duties, and they might not be completely privy to the plans or actions of the leaders, does that make Leona a witting accomplice, or someone who's purity maybe has been taken advantage of?

So, the Solari is the inquisition, and hunted down the Lunari as if they where witches because they where different and worshiped another entity.

At least they are more like a niche thing and not the main ruling religion in Runeterra.
