I think there is no reason why it couldn't work if there is enough incentive to transfer servers - for example I considered going to the garena server, but because of location and routing I get 150 ping there compared to 180 on NA - not worth it when I also lose all my stuff.
Now I don't have detailed player statistics for league of legends, but if just 1-2% of the population of australia and new zealand we would have somewhere around 250k-350k players who at least live in english speaking countries (and thus presumably speak english). Then for further population there is PNG, surrounding islands, etc nearby. I believe in one of the aus server threads new caledonia was mentioned as well. And honestly, while I don't know how it would go for the high/top elo players, for the playerbase as a whole it is just impossible to even play against that many people - you would have to play 27777 - 38888 games without ever encountering a player you have played with previously.
For reference (with the above 1-2% figure I essentially made an educated low guess about) there have been studies showing that somewhere around 2/3 of australians are gamers (just gamers, not specific between pc or consoles), so I think that 1-2% figure is a perfectly legit low-ball estimate, and if the popularity of LoL catches on we could expect far more. For example the population of the NA server is somewhere around 10% of the population of the USA I believe, though this doesn't help much since the statistic is tainted with so many other countries having to connect to NA to play.
I can't speak for the pro scene but I believe we have somewhere between 3 and 5 "top" teams and god knows how many other no-names.
Personally, I would probably transfer if I got under 90 ping (half what I get currently).
