In short terms, long cooldowns plus general spell unreliability = awful champion. I'll let others with more experience with tanks explain it better, but suffice to say, the "Reliability > Numbers" part of Dunkelzahn's post applies all too well to tanks.

i'd say it does, because i had originally intended that essay to apply to the game in general; i just put examples of casters/ranged DPS there

i think this was answered like a few pages ago, and it was answered a million times, but at least you're not getting pissed like most of the cho'gath players that come in here, so i'll oblige you
A: He does almost no damage. I know Blitz is supposed to be a tank/support, but the best tanks/support either have game-changing abilities that totally overshadow their mediocre damage. Shen's only got Vorpal Blade/Ki Strike but makes up for it with a global "lol i save u" ult that turns ganks around as well as a taunt that also helps him close the distance, combined with a good damage shield. On the support side, Taric has the second-best single target stun in the game (I main Sion so I'm biased), the best single target heal, an AoE armor buff/debuff, and an AoE damage buff. He can also restore mana and reduce his heal's cooldown by auto-attacking, and he's one tough nut to crack because of his heal/armor aura.
B: His abilities are mediocre. Blitzcrank's signature ability, Rocket Grab, is relatively easy to dodge and if a tank jumps in front of it, it's a free initiate. After Rocket Grab...he has Power Fist, which is a single target knock-up. That's...cool, but not that great. Overdrive *slows him down* afterwards and the bonuses it gives aren't totally fabulous. His ultimate can potentially give him away if he's in a bush and it's a 500 damage AoE nuke on an absurd cooldown.
He's potentially good if...say, you and the enemy team had brain farts in draft mode and banned Shen/Amumu/Garen/Rammus...or something. I dunno. It's a shame because the most fun I have in this game is when I roll Blitzcrank/Sion with a great friend of mine. He grabs, I stun, and good things happen. But if we don't win the game by 20 minutes, it kinda becomes 4v5. ;[

The buffs don't seem that great. He won't be dead weight late game since he'll still be healing for half his health WITH ignite on him, and the cleaver buff is pretty good. I dunno, they don't seem enough...maybe I'm wrong. I'll have to try him out when the servers come up, because I freaking love Mundo.
