I don't think he gives any valid reason why he reports OR does not .
-Also- shoving people in the Tribunal senselessly is waste of pardon and time.

Theres nothing against the summoner policy if u accidently falsely report someone. Sometimes i forget the person name when i am reporting and click on everybody. Maybe thats the reason i got banned.
