Both.

He used to just be a mummy of a child. But I guess Riot got in trouble with that, or something... (Depicting dead/undead children in video games is poor taste, it would seem O.o) So, they changed him to an Egyptian yordle O.o

He's pretty much an ancient yordle, possibly an inhabitant of the Shurima Desert WAY before the League. Though his chinese artwork depicts him putting a bandage in the shape of a woman(Possibly his mother).

They changed him shortly after the game was released for retail - he was really only a mummy child for the beta and a little bit after.
