Ryze and TF were great champs back in their day as well, and they have indeed suffered. But again, they don't have the skill cap that Ezreal demands. Ryze is "click the target" and thus deserved the rework. It doesn't take as much skill to click and have a skill just happen than timing it, aiming it, and being damn well sure that it better hit, or you're getting your ass handed to you.

A champion should never render other champions obsolete just because they have a higher skillcap. If X champion has a power of 5-8 depending on the skill of the person using them, and Y champion has a power of 2-10, guess what you're going to be seeing almost exclusively in the competitive scene?
BTW Graves is all skillshots too.
