WELL. Normally, as far as I've noticed, they make what ever they want tested cheaper. The two new skins are 10RP a pop compared to their normal price. Kha and his skin as well as Syndra are both 10 RP since they still need testing. Normally stuff is cheapened. TF not being cheapened with a whole new look is somewhat surprising, though I didn't play on the PBE when Soraka got her changes, so I can't quite say for sure if it's that surprising.
