Actually any jungler that runs 9/21/0 would be hurt, because in place of a flat 4% attack speed they get a measly 0.5 AD / level, which doesn't help early in the jungle, when runes and masteries are the most important for junglers.

Edit: To clarify I meant a jungler running 9/21/0 that takes points in ArPen

There used to be a crit chance mastery, but it was removed. He was replying to someone saying they wanted an option for a crit chance mastery.

Gangplank Parrrleys sucked when there was a crit chance mastery.

Basically you're moving a mastery worth a bit more than an AS quint for a mastery that only gives 0.5 - 3 AD during early game, when the stats from masteries and runes matter the most to junglers

Sweet, I asked the forums before if we were getting mastery changes and they all downvote and spam no. Glad to see that they will be changed for season 3 like they were for season 2. Always makes the game more exciting!
