While I agree Skarner did need a nerf, I feel that the short range on his ultimate compensated for the way it worked regardless of flash.

Also I feel an irrational rage when I read any red post describing a nerf as a "bug fix". Just call it what it is Morello, don't try to make up excuses for it.

Then like other things I am sure they will make it cancel his cast and reset it without putting it on cooldown.

As an update, Skarner's ult will not go on cooldown if the opponent flashes out of it. Because it never finishes casting, it'll never go on CD to begin with.

Good call, this was the way to go. As any Jarvan player will tell you, having your ult hard countered by a spell everyone has is frustrating design
