You get it from buying RP, not spending it:

Please please please DO SOMETHING, I can't play because whenever theres a teamfight it lags terribly, and it started happening with yesterday's patch. I BEG YOU FIX IT!!! I've been told the same by other people, so it's not just me.

I just dont understand how ANOTHER TF skin is necessary when there are sooooo many other champs who could use some new ones. TF has an outrageous amount of skins...

I really would like to see a new map.
Not a replacement.
TT was my favourite map.
So why didn't you just add the new map to the game and remain TT?

Does anyone know what's going on with the Spooky Summoner Icons? I've purchased a sizable amount of RP between Oct 1st and now - particularly within the last few days - but nothing is showing up in the summoner icon gallery. What gives?
