Or make a reasonable AP and MS item.

AD has multiple MS items and most all of them are god on many AD champions and it actually helps them do their job better.

Lichbane does not help most mages do their job better, on the contrary it actually makes positioning for max damage safely even more problematic.

Wooglets DID need a buff but it needed to keep some MS.

I'd really like to see something that builds out of haunting guise and has an active similar to ghost blade.

yeah i actually really loved the move speed on a few champs, tf being a major one.

I love the MS when playing Karma, it's the only reason I can keep up with my teammates when they go chasing after someone.

Why not just call this item zhonya's ring? That way we can still have the witchcap be a movement speed item.
