Sauron suggests for most champions ArP and MP quints, I always thought MS quints were considered the best? I don't even think any one uses ArP and MP in SR. Because most champions are built tanky any way, wouldn't make more sense to go Defensive mastery unless it's an Assassin of course. Some champs like Katerina do benefit more from the extra power, but if you wanna go movespeed on everything, that works just fine too.
The choice between 21/9 and 9/21 really depends on how tanky you plan to be and your ability to position properly.
On something like Brand, if you can position correctly in fights to where you aren't too worried about being caught, I would say go 21/9, but if you tend to get caught out of position I would recommend 9/21 just so you live a bit longer.
I don't personally know of anyone who uses CDR seals. I always run either health/level or some form of armor seal depending on what I anticipate my first few items to be.
As for bot lane, I dunno. You would need to ask someone who specializes in that.
Abyssal Scepter is still a decent AP/MR item. However, long ranged AP casters like Cass or Brand usually shouldn't be in range to make use of the penetration aura, so don't plan on trying a 60 M.pen build with those sort of champions.
