I'd follow the path of current AP assassin's and rush a full magic pen build:
Boots 1--->Haunting--->Sorc--->Void Staff w/Mastery+Runes
If you follow the preferred Q>W>E level path, by level 13 anyone with less than 105 MR is taking true damage from your spells in Locus of Power. You can throw in a Chalice or Rabadon if the enemy is averaging about 80 MR, but Magic pen looks to be very favorable because your W and the changes
Remember that AP is Xerath's best friend, and the only item that doesn't give substantial AP is Athene's Unholy Grail, which I would still say is core because always being able to poke and have enough mana is a must. You still want to stay away from Abyssal and DFG, just because they force you to get up close, but the magic pen changes will make it not hurt as much. I'd say he's looking pretty good, at least compared to his current state
