So I went around in PBE gifting a skin and a champion to 2 random people in the PBE general chat, they enjoyed it and the told me how much they liked the gift receiving treasure chest. I also gifted everyone on my friends list Vi even tough they were offline, a very cool surprise when they log in later

Gifting is really hard to do unless you ask your friend who they own and what they want

To improve I suggest you be able to see the owned champions/skins of the gift receiver

just tried gifting a friend and I had to explicitly ask him what he wanted , takes the surprise out of it

got a person diana, everything went fine but of course it was not much of a surprise because I could not tell what he had
you can only gift champions with RP It would be nice if we could use IP

you can gift people who are not online

in the text box for gifting you can only highlight the first 2 lines of you message, this makes deletion of text that does not fit the 300 word limit very awkward

gifting of champions and skins would be protected from this if you made the free RP given by riot not usable for gifting, or if that is not possible place a level limit or a games played limit on gifting

alternatively a limit that states you must have purchased at least the smallest RP card on an account in order to gift would be absolutely effective on curbing this out

if they purchase a $5 RP card at level 3 they would have 1050 RP enough for a 975 skin, so you might not want a limit so low since it could still b abused to some amount

if they purchase a $10 Rp card at level 3 they would have 400+1380=1780 RP, this is the best limit since they can't afford a 1850 and have basically paid for a 520 or a 975
