Any other tank can defend themselves well. Amumu has Despair to do damage for him and Nautilus is actually capable of bursting down squishier targets by himself. And these are just the ones that Leona has been compared to in this topic. Think of Shen or Malphite.
All tanks are reliant on their team to follow up once they initiated, but none of them is reliant on the team just to function the way Leona is. She has no damage to fight with and a skill that assumes that you are never left alone. Which limits her potential to being a support instead of jungler or toplaner. In a teamfight, Leona is disruptive only for couple of seconds, after which point she can be absolutely ignored. Other tanks will have a consistent damage output that will help their team and won't allow enemy to just go "Meh, just Amumu\Nautilus\Malph - lets kill everyone else". Everyone knows not to focus a tank, but Leona makes it easier for enemy since she is almost powerless.
As for the topic itself, I really like some of the changes and would certainly like to see them implemented. Leona is one of my favorite tanks and should have more roles than an aggressive support.
