From what I know, the thread is down. Some speculate that they are currently working on it. You'll have to take a screen shot of the page, proving you liked it, and then send a ticket in. People have said that they got a response anywhere between 2 - 7 days, to which Tristana and Riot Tristana were added to their accounts.

Me as well. I was able to redeem the alistar skin thing via YouTube but the tristana one is not working.
