It doesn't explicitly state it, but it basically says here that you should pick based on your team and where you are.

That is not expressly stating that Riot's official stance is pick order > call order. ( I wish they would make that official)
What you quoted applies just as much to first picks as last picks. You are not being a good team player necessarily if you first pick what someone else already asked for.

uh it pretty clearly states "if you're the last one to pick" that indeed indicates last pick should fill.
