I think Morgana could use some love, just because she's an AP mid that's balanced around the fact that she counters other AP mids, though it seems like most of these things are number tweaks to passives and bumping up her spell vamp wouldn't help all that much with her main problem: she just doesn't deal very much damage. My suggestion of adding a flat amount to base AS in the aura would allow her to reasonably build on-hit, adding free CDR to the aura would help her damage output, making the summoner platform refresh ult cooldowns with a 30 second cooldown would allow her to ult every fight. Maybe as an addition to her passive that kind of fits the flavor of it and would improve on-hit builds would be to reverse Kassadin's passive: "Whenever Morgana deals magic damage, she gains 0.15% of the damage as bonus attack speed for 4 seconds." Then she can QW, auto spam with bonus AS, which she pretty much does anyway, it's just that the auto spam doesn't do anything noticable currently.
For the whole sustain thing, I still think most of the problems with it would be solved if you made a reverse health chalice effect where healing is reduced by 0.3% for every % of maximum health you have. So if you are almost dead, there is no penalty and if you are at full health you get 30% reduced. Weakens ungankable sustain bot lanes (Nunu), improves in-combat healing when you need it most, and maintains the concept of attrition forcing you to recall.
As for Kassadin, "If Null Sphere kills the target, it refunds its mana cost and the cooldown is reduced by 50%," point him at SR, and then let that sort itself out.
