Wait, so 1700 elo players will be platinum when the new ranked system goes live?

looks like that's the top division on PBE right now.

No, there are specific bands per server as the Elo ranges and distributions are different. So PBE will be different to NA, EUW, etc. Given the smaller amount of ranked play on PBE, you'll see lower Elos giving higher tiers achieved.

On-topic: Yea, it looks like it's the highest division in PBE right now.

^ Given the number of players that are platinum in PBE, I think that even the top players here in NA would start in platinum tier.

No, he's not. All Rioter's icons show through, they aren't necessarily F.E.K. users.
